Whenever we drove thru Port Royal, my father, Glen Watkins, would smile, chuckle and jokingly say, “I wonder how Bill, the ‘mayor’ of Port Royal is doing?” And then he would precede to tell me a story highlighting one of the many good times he had with Bill. He sure thought a lot of Bill and appreciated the years they spent together at VDOT. Glen died 82 days before Bill. May they Rest In Peace. I’m very sorry for your loss.

Bill is with us where there if found a gentle smile, helping hands, and good works. Each Easter sunrise community service found Bill and others of the faithful group getting the chairs and setting up. Bill loved his community of which he was and is now, in memory,, a vital part. Family was very dear to Bill. We extend our deepest sympathy and uplifting prayers of thanksgiving for the life of Bill to his family and friends. Alex and Nancy

I knew Bill when I was on the VDOT Survey party and when I became a Hwy. Inspector A. Bill was very helpful when I would have an issue that I wasn’t sure about with a bridge or roadway. He was very patient and kind to me and helped me thru my 35 yrs with VDOT. May God give your family Peace knowing that Bill is with the Lord. So sorry for your loss of a great guy!

I had the opportunity to meet and learn of Bill’s work at VDOT during my time with the agency. He was well liked and respected for his work and personal integrity. Cherish his memory. Prayers to his family during this difficult time.

I worked for many years with Bill. He was the inspector and Beasley Concrete was supplying concrete to many VDOT projects. He was a friend . I am very sorry for your loss.Ray Beasley

Bill will be miss by all who knew him. He was very soft spoken and a very kind Gentleman. I am honor to be a friend. RIP you have done your job well. God has your room prepared for you.
