Show Obituaries Show Guestbook Show Photos QR Code PrintBayard Broaddus Carter, Jr., (Billy), 77, went home to be with his Lord Friday, June 10, 2022 at his home in Spotsylvania, VA. He was born in Fredericksburg in 1944 to the late Bayard Broaddus Carter, Sr and Maxine Carter Politte.
Billy was born with down syndrome. Although he only went to 5th grade because, at that time, “the school felt that his learning capacity in a normal school environment had been reached”, Billy lived a very amazing and active life. Billy went on to receive many volunteer awards and moments of recognition. Billy volunteered at Mary Washington Hospital and was a Fredericksburg Civitan member. He delivered the Free Lance Star to his neighbors daily at his apartment complex. They all were so supportive of Billy. He liked being an occasional Citizen Ride-Along. So many people all over the community had a part in giving Billy a quality life. Please know that the family has greatly appreciated all of you.
Billy Carter was an active church member in the Mormon Church where he worshiped regularly, was always made to feel welcome, and where he was very proud to be an assistant Boy Scout leader. Billy spent Thursday, (which was his last day on this earth) at the Washington DC Mormon Temple with his church family (see attached picture). He loved his Mormon Church family and especially loved children’s classes, reading to them, speaking in front of church for a few minutes like an adult, and the idea of being a role model for youth. Billy even got to attend the Boy Scout Jamboree at Fort A.P. Hill a few times with those youth.
A special thank you to his wonderful caregiver, Frances Harvey, for taking such great care of Billy and for always supporting his brother, Conway, in his efforts for Billy.
Survivors include his brother, Conway Carter Sr (Karen), and nephews, Conway Carter Jr (Maria), Sean Jones (Mari), David Barron (Charlotte).
He was preceded in death by his parents and sister, Shelda Wolfe.
In lieu of flowers, memorial contributions may be made to the Church of Jesus Christ of Latter-day Saints.

Visitation & Funeral Service Information
A service will be held 2:00 PM Sat., June 18, 2022 at The Church of Jesus Christ of Latter-day Saints, 1710 Bragg Road, Fredericksburg, VA 22407. The family will receive friends one hour prior to the service at the church. A private graveside service will be held at Lakewood Cemetery in Caroline County.
